Default how to format style to resemble forum quotes?

as per subject - how exactly can i emulate the forum quote box in Outlook to quote people's reply? something like below:

on a separate but related note, i'd also like to check if there's any way to make my desired formatting style stick when i reply to their emails. for example, i will reply in-line to their questions one by one with a preformatted style, but every time i jump to a new question, outlook automatically takes after the formatting of the Question text itself (i.e. default style). how do i make it stick when i'm replying in-line then?
