Can't click & drag attachment into outlook email

Hi all,

I used to be able to just click a picture and drag it toward the attachment icon in the outlook email tool bar above the message board to attach it with the email. But now I probably changed something in the setting by accident and this function no longer works.

Does anyone know how to fix this problem?
