I dont think is an outlook related issue, more like a process issue... try this.

1. start > run > type in msconfig
2. go to the startup tab
3. unselect all except your Antivirus (the name of the program itself appears on the right side of the process you're unselecting)
4. click on apply and ok, the system will ask you to restart, say yes
5. system comes up and it pops up a "system configuration utility" check the little box that says something like "do not show this again" and thats it

This will make your computer start a lot faster and you wont have to wait 4 minutes everytime you wanna use it, just keep in mind that you may use some of those startup processes, so if something is wrong go back to the "msconfig" thingy and try enabling them again, but not all.... most of the time it doesnt cause a huge impact on the computer itself.

something else you can try is disabling all add-ins in outlook...

1. tools > trust center > add-in > go to the very button and click on the "go" button
2. a windows appears, click on the remove button as many times as needed. until you have no add-ins
