Default Automatic response to an addressee on the CC: line

I receive automatic messages from our travel system that contain the listed traveler's email address in the cc: field. Upon receiving a travel message, I would like to automatically send a message to the traveler's email. I cannot see how to set up an automatic reply or forward that reads the incoming message CC: line and adds it to the To: line of my automatic response message. Any ideas?
