Unfortunately, there is no way for Outlook to not save E-mail content. By design, outlook connects to your mail provider or hosted Exchange service and creates a .PST file. this file contains an offline copy of all data you see within your outlook.

You can however archive mail, to a specific time frame, and encrypt this data so no one can view the content. the data file will also not be read by outlook and can only then be unencrypted to manually opened within outlook.
