I may have figured out how to send the distribution lists where they don't appear as a winmail.dat file to the end user.

I opened the Outlook email that the distribution lists were attached to (when saved they are .msg files) and was able to right click each file name. I saved the .msg file to a folder. Once all were saved I was able to zip up the files and send them to the end user who then unzipped them to her desktop. She opened up Outlook and was able to drag the .msg files to her contacts tab where they appeared in their full integrity as the distribution lists. It was a work around but it did work.

Hope this helps others. I did a lot of research to figure out why the winmail.dat file always appeared and followed the instructions to change settings, etc. in Outlook and the way it sent mail. Nothing worked. Creating the distribution lists and attaching them to an email where the files were visible and then saving them from that email to a folder is what worked and solved the problem.
