Default Outlook 2007 cannot connect to incoming email server

Am running Office 2007 (with Outlook 2007) with Windows 7, 64 bit operating system on a MaxForce desktop PC. Outlook is setup to service two email accts., each with different internet service providers. Two days ago Outlook stopped receiving emails from the Charter acct. Testing the acct. settings showed that Oulook cannot connect with the incoming email server from Charter. Tested the service with my laptop (setup the same way) and everything is working OK, so the problem is with the desktop system.

Comparison of the email acct. settings between the laptop and the desktop is the same, so I have no clue as to where the problem is. Tried removing and re-adding the Charter acct., didn't work. Tried a "repair" from the program disc, didn't work. Anyone have any ideas as to what I can try next?
