If you open Outlook Express now, can you get the emails? If so, it should be configuration problem of Outlook, but normally you should get some error messages.
You can check the email account setting (Tools | Email Accounts | View or change existing email accounts). There are only three fields related to receiving emails: Incoming mail server (POP3), User Name and Password.
