Update:
This is apparently an AMD Radeon issue. I'm getting this "display refresh artifacts bug" on 2 AMD video cards: RX 6650 XT and RX 7600 on 2 separate computers. It looks like it no longer happens on Outlook, but still happens in Excel and Onenote. This does not happen to my original nVidia cards. Anyone else experiencing this?
