Uninstalling Office (or most other applications for that matter) does not delete your data. Not only that, uninstalling Office doesn't delete any of your customisations. How would you like it if uninstalling Office deleted all your Word documents, Excel workbooks, etc., etc.? Why should emails be any different?

ive deleted data files: appdata/local/microsoft/outlook/
therefore it should be clean instal afterwards, why is it not?
I am not talking about uninstaling program and that program should delete all files created by it - that is so bad comparsion...

I was simply frustrated that there is not option for fresh instal - u should be able to do clean instal. Settings password for an email etc - that should be option in instalation, which is not, and not even that, you cant even choose folders for data or choose instalation folder.
