Hi and welcome
There is no limit on how many times you can download and/or reinstall Microsoft Office. What there is is a limit on how many PCs you can install it on. That is monitored and, once you exceed a limit, telephone activation may be required. Even that does not fit with your "REFUSED a further download" claim. Be aware that there are very good replacements for Office, namely LibreOffice, which is totally free and mostly compatible with MSOffice ( except for Outlook and VBA)
