MS Office help feature not working

The company I work for is using MS Office 2000 (we use a third party software that was written for us but does not support anything above 2000). On one of the machines a user tried using the help feature but it comes up blank. No options, no icons nothing to click. Why is that? I've reinstalled and done a repair but still the same thing. Any ideas?
