Default Microsoft office 2010 professional plus 64 bit launching issues

I have been having issues while trying to start Microsoft office 2010 professional plus programs such as Word and outlook.
Every time I try to launch Microsoft office (ex: word or outlook) it starts to setup and configure the whole program.



It sends a message saying ( Error 1321. Setup cannot modify the file C:\ (file's address) Verify that the file exists in your system and that you have sufficient permissions to update it. )

I was trying to encrypt Drive C on my computer however it took so long so I cancelled the encryption. Microsoft word and outlook worked just fine before I start encryption (EFS)

I would truly appreciate your help, as it's very urgent since I have a lot of work to do throughout Microsoft outlook and word.
