There are thousands of pages online where everyone is looking to
download PUB.MSI in order to do the latest update. Does anyone here
know where to download this file? It is related to XP Publisher 2002
somehow.
Have you tried on your original Publisher 2002 CD-ROM?

If I can get a copy of it I will make a webpage just so
others can download it to stop all the problems it causes.
Then you will be slightly breaking the law as pub.msi is a copyrighted file.

You are probably running office 2003 and need to point it to pub11.msi then sp3 can be installed
