Yes I do have complete suite of MS OFFCE 2007 installed. That includes MS Outlook 2007 as well. I have the same issue with Outlook too(where windows installer keeps popping up). But I am able to send/receive emails WITHIN outlook.

If you've configured Office to say Outlook isn't available, that might be behind the problem. Check the setup options via the Windows Control Panel (Programs and Features).
