You could simply choose Mailings>Start Mail Merge> Labels>
• Choose an appropriate label layout;
• New Label, then complete the label details; or
• Cancel, then insert a two-row table on the page with the required positioning and dimensions.
From there on, the process is the same as for any other label merge. There has been little change in the last 15 years.
