Does your bookmarked range in the source document include the terminating paragraph break from the source document, or are you attaching the field to an empty paragraph in the target document? You might try including the terminating paragraph and preceding breaks from the source document and attaching the INCLUDETEXT field to the preceding paragraph.
FWIW, your first INCLUDETEXT field could be reduced to:{QUOTE "{INCLUDETEXT "DocLocation" "Bookmark{IF{MERGEFIELD Type2}= "Amendment" 1 2}"}"}
