Do you realise you have a field coded as:
{ if{ =mod({ mergeseq },1) \# 0}= 0 { quote 12 }}
after your table and before all those unnecessary paragraph breaks? What that field does is to insert a manual page break before those unnecessary paragraph breaks - and they precede the Section break.
