You cannot hop around the data to fill the appropriate certificate. You should either filter the data by level and merge each level separately, or depending on the differences between the certificates, you may be able to conditionally include the variations according to level.

the main differences between the certificates are the frame and the number of stars at the bottom (1 star colored out of 6 for Level 1, etc...)

shall I just create 6 files for each level then populate the names with conditions?
