Windows 7 32bit Mail Merge only sends to a select amount of recipients.

Have you checked that the missing records haven't been filtered out? Make sure all records are selected under See Mailings>Edit Recipients List and that, under See Mailings>Edit Recipients List>Filter, no filtering is applied.
