New (novice) user question

Thank you for the reply.
On joining MS Office Forum I was informed that a button labelled "New Threads" is located at the top left hand corner immediately below the word "User CP" however, no such button exist on my screen.
When replying to this thread I notice that I am listed as "New (novice) user question",
is that relevant.
I have attached a screen dump of the screen concerned.
