I've protected a worksheet but allowed a long list of tasks to be performed by users. Excel is ignoring some of the tasks marked as "allow".

The attached .png file shows my "Protect Sheet" list.



With the worksheet locked, I can perform the first 5 tasks on the list.

When I try to Insert rows, I get the "you're trying to change a protected sheet" error, but it inserts the row anyway (weird).

When I try to delete that row or any other, I get the error message and cannot complete the task without unlocking the sheet.

I can't sort data, but I can filter.

Why is Excel ignoring my settings?
