I have found not only an answer, but, an improved version of the answer! If you put =MAX(MIN(A1-1,1),3-A1) in B1, it's going to have a 3 in B1. The improvement is the fact that I accounted for negative values. So, if you put -359, for instance, it's going to result in B1 having a value of 362.
