Try =INDEX(Sheet11!$C$1:$C$3,MATCH(Sheet10!A1&Sheet10! B1,Sheet11!$A$1:$A$3&Sheet11!$B$1:$B$3,0))
Sheet11 is your sheet B and sheet10 is your sheet A
