I don't believe it is possible in Excel to get the graphic to behave like 'inline' graphics in Word.

You can control the anchoring a bit which might be a small help. If you right click the graphic and choose Format Picture you can configure how the graphic moves or resizes on the worksheet when the underlying cells move or resize.
