I am not saying its the problem but both Windows 7 and Excel 2010 are at end of life so i am suprised you are getting any updates at all.

Windows 7 support ended on January 14, 2020

Microsoft have released updates that have broken Windows.

Ideas
  • Check that Excel is the default app for .xlsx
  • Have you downloaded open office or any other office suite?
  • Use excel online (doesnt work for Macros)
  • Reinstall office/Wins 7/10

You might just have to open the workbook via Excel if you cant upgrade
