Conditional formatting

I'm trying to apply conditional formatting (i.e. Green, Amber, Red) to a range of cells dependent on the value contained within 1 of the cells within the range but I can't figure out how to do it - can anyone help me please?

Can you post an example work book so we dont have to waste time recreating the data
