If this were my project I'd color the B and C columns using Conditional Formatting.
The D column would have Data Validation all the way down and I'd use a macro to loop through the holiday dates of the Help sheet to overwrite the D cell validation for those particular dates.

Post the workbook instead of pictures and will have a go at it.
