In C1: =IFERROR(INDEX($A$1:$A$20,2*ROW()-1),"")
In D1: =IFERROR(INDEX($A$1:$A$20,2*ROW()),"")

Copy the formulas down.
Take a copy of c1:d20.
Select cell A1 and paste as values.
