You didn't set a horizontal axis...



Right Click chart >> select Data
Select Edit on the horizontal axis
Axis label range: ='Tables & Charts'!$A$3:$A$9

Not sure why you have the Year as a series? Seems as that could be removed which would leave you with just Extramural Funding as the solo series
