Excel 2016 "IF" Function Problem with 3 Ranges

Try this in A3...

=IF(COUNTA(A1:A2)<>2,"",IF(AND(A1>A2*90%,A1<A2*110 %),"Normal",IF(A1>=A2*110%,"Overweight",IF(A1<=A2* 90%,"Underweight",""))))
