Default excel 2013 template


I was told that in excel 2013, you can setup an excel workbook as a template.
I have tried to use the following link: https://support.office.com/en-us/art...8-456517a661d7 but I can not get it to 'save as' a template. I want the original template not allowed to changed.

Basically once the template is saved, the user cannot make changes to the original template. For them to make changes they need to do a 'save as'.

Thus if this is true, would you tell me how to setup a template where the user cannot change the values on the template?
If this is not true. are there any options in excel 2013 that will be similar to this requirement? Would an option be to allow the user to edit specific cells and not edit other specific cells?
