Default
Wildcards only work for cells containing text, not for cells containing numbers.

You might want to try:

=SUMPRODUCT((--(LEFT(Y2:Y64,1))=7) + (--(LEFT(Y2:Y64,1))=8) + (--(LEFT(Y2:Y64,1))=9))
