Default Populate Sheet According to Rules

I don't know if this is possible with just Excel or not but I thought I would give it a try here. I am responsible for filling out a preaching schedule for a group of churches each quarter. There are 6 different churches and 15 ministers. Each Sunday needs to have a preacher scheduled at each church. The schedule is made up logically according to rules. For instance preacher #1 should preach once each month at church #4 and 2 times at any of the other churches during the quarter. Preacher #2 will be out on vacation for the first 3 weeks of month1. Etc. Etc. The more I think about it the more I doubt that Excel will be the answer. But does anyone have any suggestions for a program that could be used to accomplish this.

The process of doing it by hand is becoming more and more tedious & exhausting.

Thanks for any suggestions you may have.
