Default Locks whole sheet, not selected row(s)

Thanks Paul,
but I can't get it to work for me.
The whole sheet gets locked, not just the row(s) i wanted to protect.
And when I unlock the sheet, everything is unlocked.
I'm on version 2016, but that shouldn't be different from 2010 on things like this, right?
