unable to download excel utility sheet

dear sirs

i downloaded an excel utillity form which has been developed by a reliable
government department.

the file is itr1-2015.zip. when i tried to open the file by double clicking
on it, word screen appears and a message comes saying the file cannot
be downloaded.

is there any other method by which i can view the file/contents.
