Default Building a Database

I am looking for a method to establish a input line say A1 through D1 that can be used to enter values that will build a list below the input lines. Say I enter values M, N, O, P in the input line (A1-D1) and those populate A7 through D7. I then enter Q, R, S, T in the input line (A1-D1) and those values populate A8 through D8. The input line is dynamic and just places values in a table below. Thanks!

I use Google sheets for data entry since I usually need others to fill in the data.
