The error points to the file being read-only. Is the file on a shared network? Check to make sure nobody else has it open. You can also check if the file properties determines if it should open as read-only. Right click the file in Windows (File) Explorer and check the properties of the file (and the folder/directory it's in) is marked as read-only. One other option to check is if the file has a read-only password connected to it that forces it to open as read-only if no password is provided. Click on the File Ribbon Tab and click on the Protect Workbook button on the Info page. Check if the file has encryption on it, and remove it if it is not needed.
