I was able to solve my problem. See the attached spreadsheet. Go to the tab 'Problem Solved'.
The first part was accomplished by simply using the "Use Formula" option in the Conditional Formatting function. The second part was accomplished by setting up a Named Range and then testing against that in the Conditional Formatting "Use Formula" function. Thanks to anyone who was working on this for me.
