I attached a copy of you sheet with the formatting rules you specified.

Of the six rule types, use the second: Format Only Cells That Contain

Using the range "=$A2" (don't use the quotes) makes the range relative for rows and absolute for the column. You don't really need the $ before the A either. Since you are only doing this over one column, absolute reference for the column is unnecessary.
