Excel runtime error 48; error in loading dll

Hello,

my work uses c sharp and has their own in house program. The program creates a report and exports it to excel. The window pops up to save the excel report and then when trying to save the program throws an error: runtime error 48, error in loading DLL. This is only happening with 1 PC and I believe excel is the issue. I tried re-installing but no luck. Is there a known fix for this issue?
