The only way I know how to do this is with paint. Draw a circle - copy it with transparent selection - paste - fill

Easily-enough done in Word, too. Simply insert an oval object, then make two copies it. Click on and fill the original with the desired colour, then drag the first copy to the desired position. Give the second copy no fill, then position it exactly it over the original. See attached.

I'd have thought the instructions I gave were perfectly clear. I even provided an example. Since all you've posted is an image, I can't tell what you've done, but I can tell that you didn't follow the instructions...
