Default Inserting arrows into a Picture object

I am using Office 10 within a Windows 10 platform.

I am preparing a text document as part of a book. On the page I have Inserted a picture file and wrapped a frame about it to facilitate the picture's placement about the page. Within the picture itself I have Inserted text boxes and arrows with the intention of making references (within the respective text boxes) to various portions of the picture. However, when I move the placement of one of the arrows, another arrow also shifts its position. It does not lock in place when inserted. Sometimes, this occurs with the text boxes, as well. They do not always lock in place.

What am I missing, or is there another technique available for accomplishing what I am trying to do?
