It is easy to set this up so CTRL-SHIFT-V (or whatever you choose) pastes unformatted and CTRL-V pastes formatted text. Then disable the paste option balloon, as I have done, and voila, all is well.

Oh I wish! Your are lucky to have users who will LET you turn off the paste balloon. For the most part, I don't have that luxury. Most of my admins insist on letting the native function stand even though there macros available for the formatted paste, and the unformatted paste, and even though the paste balloon option "Keep Source Formatting" has a nasty habit of bringing unwanted styles and corrupt list templates into the destination document. So moi gets to waste a good half of valuable training time proving to the users why they want to steer clear of the paste options button most of the time. Isn't that crazy!
