According to my System Info, TNR has an embedding status of 'editable'. So you should be able to embed it.
When a font can have one of four levels of embedding compatibility:
• Embeddable. Embeds in the file and instals itself on the target system if not already present.
• Editable. Embeds in the file, which can be edited, but does not install on the target system.
• Print and Preview. Embeds in the file, which cannot be edited, and does not install on the target system.
• Not Embeddable. The font cannot be embedded in a file.
That said, since TNR is so widely available, I can't see why anyone would require its embedding.
The other question, of course is how do you know "this still isn't working"? The only indication you might see on a system that has that font installed is a slight increase in the file size.
