What is it?
Is that true of another template?
If the default action is
Open rather than
New, for all templates, then I would try Quick Repair (takes 5 - 10 mins) , if that doesn't help then try Online Repair (Takes more than 30 mins but less than 1 hour in general)

If it is the default for this template but not others, I would open the template and use File > Save As to save it as a dotx template again.
