When I do Cmd+Shift+P, I get the Template dialog window of Word. I have looked through the lengthy page whose link you have included, but cannot seem to be able to figure out how to do this on my Mac Word.

Did you use Insert > Cover Page to start your cover page, then you may be falling under the Cover Pages and Page Numbering and Cover Page Anomalies.
If it simply another page make sure you are not restarting your page numbering on page 2.

The Insert Page Number command for any position other than the current position gives you something in a header or footer even if it looks like it is not. In the Windows version it replaces current headers/footers with a page number.

Since normally page numbers are intrinsically linked with headers and footers, an understanding of those can be very important in figuring out what is happening with page numbering. Header/Footer Settings Recap
