Question Word Margin problem

I installed new Microsoft Word 2010. I cannot get the document to provide a 1-inch header at the top and bottom as default, meaning that when I open up a new blank document the cursor is placed one inch in from the left side but at the first line of the page with no space between the cursor and the top of the page The same goes for the bottom – the last line is right at the bottom of the page with no space. I checked the Page Layout/Margins selection and make sure it is set for 1-inch margins for Top, Bottom, Left and Right, which it is (set to “normal” which should be 1” all around) . The only way I can get a 1-inch header is to a: hit carriage returns to get an inch of space but this does not carry over to the next page, b: insert a blank header at the top of the page. This will carry over to each successive page. But it is only for this document and I have to do this for each new doc I create – a real pain. I tried to find a “Save as default” button but cannot find anything like it. Any ideas?
