Bothsided Text Arrangement - NOT working

I am searching somone who would be willing to do little text arrangement on both sides (left and right) for me (via remote desktoping) and I can also pay if needed. Whatever I try to do and whichever tutorial or youtube video do I check, it doesn't work.

still not working, some line (usually located at the end of paragraph) cannot be even arranged (both sides)... other ones, where i try to do arrangements unwanted part of paragraph (obviously the one with less than one line text) gets arranged too but shouldn't...
no idea what to do
