Trouble with review balloons

I opened a file this morning that I had been working on with track changes to find the side section with the balloons to be twice as wide as the actual page (see picture). This makes it very hard to review the documents and the markups at the same time! I tried to adjust the balloon width in the Review options, but it doesn't have any effect. It's set to 3" right now, but is more like 10" in reality. I can't think of anything else to try! Please help!
